There are hardly any legal issues with GTA, other than the Hot Coffee scandal, but they took care of that nasty issue damn fast.

I don't believe that computer games cause violence but they add an additional amount of creativity to it. - Blanka
I don't know anything about PSPs or homebrew modding, please don't ask me about it.
I have never played this game but both of me nephews like this game and they play it well. Even though I don’t like to play them I still think that it has a great graphic and good storyline.
As far as story content, I'm not so sure I liked the whole 'ghetto' and 'urban' tone of this game. I realize the game's intentions, but I felt a little weird playing a 'gangsta'. :-) It's so totally UNLIKE me that it was really hard to roleplay the experience. You pretty much HAD to have street tactics to pull through to the end of the line, so for that, I have to credit GTA:SA for providing a dark fantasy we otherwise have never, and thankfully, will never witness first hand.
Like I have said before I never really played this game before but I like to watch it being played by my nephews because they are good at playing that game. I don’t like to play it because I don’t know how to play it.
