Is there a difference between backing to CD or backing up to DVD. I would imagine size has everything to do with it and that it might not work with a CD because you are not completing the backup. Is this right?

A DVD has a greater amount of storage than a CD. A CD has roughly 700mb max, but a DVD has several gigabytes, sometimes up to 30 depending on the format.
DVDs are better for movies, backing up computers, and high-quality images, but they need a DVD player to be read. Most computers have a DVD player as standard so that's usually not a problem.
Also, My ps2 wouldn't run cd's after I had to fix that stupid laser problem.
Yes, lasers can be a pain sometimes. Off topic though, when they go out on PSP's, the PSP is pretty much rendered useless.
It's not only about size, it's also about tracking. CD-ROM and DVD-ROM are the same size, but DVD-ROM disks store more information. This is because the pits and tracks on a DVD are smaller. Smaller pits and tracks require more accurately tracking lasers. Most of the time, read problems with the PS2 come from improperly aligned lasers.
If you're confident enough, you can actually calibrate the laser yourself.
